About DREAM Delta

DREAM Delta is an independent, community-based civic advocacy initiative formed to promote public engagement on matters relating to local governance, land use planning, and community development within the City of Delta.

DREAM Delta is not a registered political party, electoral organization, or third-party advertising sponsor under the provisions of the Local Elections Campaign Financing Act (“LECFA”), and does not currently engage in activities that would require such registration.


Nature of Activities

DREAM Delta’s activities are limited to:

  • Issue-based advocacy relating to public policy matters, including but not limited to land use planning, development, governance standards, and civic accountability
  • Public education and awareness initiatives
  • Encouraging civic participation, including voter engagement and turnout

DREAM Delta does not:

  • Endorse, support, or oppose any candidate, electoral organization, or slate
  • Coordinate with candidates or political campaigns
  • Direct or influence voting behaviour in favour of or against any individual candidate

Election Advertising and Compliance

DREAM Delta is committed to full compliance with LECFA and applicable guidance issued by Elections BC.

To that end:

  • DREAM Delta does not conduct election advertising, as defined under LECFA, including any paid or sponsored communication that promotes or opposes candidates or is intended to influence voting outcomes
  • DREAM Delta does not incur expenses for election advertising that would trigger registration requirements as a third-party sponsor
  • All communications issued by DREAM Delta are intended solely for informational and educational purposes

In the event that DREAM Delta’s activities evolve in a manner that may constitute regulated election advertising, appropriate steps will be taken to ensure full compliance, including registration and reporting as required by law.


Independence of Members

Individuals associated with or participating in DREAM Delta activities may, in their personal capacity:

  • Support or oppose candidates
  • Engage in political activities
  • Express personal political views

Such activities are undertaken strictly in an individual capacity and do not:

  • Represent the views or positions of DREAM Delta
  • Reflect any endorsement or coordination by DREAM Delta
  • Imply authorization or direction from DREAM Delta

DREAM Delta maintains a strict separation between organizational activities and the personal political activities of its members.  

DREAM's steering committee is comprised of Andrew Boyce, Marilyn Murray, Kristin Roberts, and Mark Schoeffel.


No Representation or Agency

No individual member, participant, or supporter of DREAM Delta is authorized to:

  • Speak on behalf of DREAM Delta in support of or opposition to any candidate
  • Represent DREAM Delta as endorsing any electoral outcome
  • Bind or commit DREAM Delta to any political position beyond its stated issue-based advocacy

Any such representation, if made, is unauthorized and contrary to DREAM Delta’s policies.


Limitation of Purpose

All content, materials, and communications published by DREAM Delta, including through its website, social media channels, and email communications, are provided:

  • For general informational purposes only
  • To facilitate public understanding of policy issues
  • To encourage civic awareness and participation

Such content is not intended to constitute election advertising, political endorsement, or direction to vote in any particular manner.


Ongoing Compliance Commitment

DREAM Delta continuously monitors its activities to ensure alignment with:

  • Applicable provincial legislation
  • Elections BC guidance and interpretations
  • Evolving regulatory expectations

Where ambiguity exists, DREAM Delta adopts a conservative compliance approach and may limit or modify activities accordingly.
